Latest Update on Amoycan Industrial Centre

(Hong Kong, July 15, 2016) After a detailed examination by the Buildings Department and the relevant authorities, the Amoycan Industrial Centre, cordoned-off due to the 108-hour blaze, has been handed over to the Management Company today. The Buildings Department has issued a number of Orders pertaining to the structural safety of the building. These include orders for investigation and report on the extent and locations of damage to the concrete structure of the building, and the submission of proposals for remedial works, particularly with regard to parts of the concrete structure in some of the units which were damaged in the fire and require prompt maintenance work to ensure public safety. Additionally, the Buildings Department required the removal of unauthorized building works in some of the units.

Safety is of utmost importance. Over the past three weeks, the Company has been engaged in close communication with the authorities to review the potential risks to the property, and has consulted professional opinions on the need to undertake maintenance work for the building.

In response to the Orders issued by the Buildings Department today, Hang Lung and the other owners will commission authorized professionals to commence a safety investigation and structural survey, in compliance with instructions, for the necessary maintenance work.

The Buildings Department and the authorities have confirmed that the building is not in any immediate danger of collapse. However, the 108-hour blaze has left a number of floors severely damaged. Electrical and fire services installations were destroyed; elevators shut down; and all staircases, passageways, and public areas have no lighting.

Preliminary examinations performed by professionals confirm partial damage to and deformation of the structure of the building, with large cracks and spalls visible on the façade. All floors are in an insanitary condition, as evidenced by stagnant water, litter, shattered glass, mosquitos, and an acrid smell. Notwithstanding the government assessment that the building is not in any immediate danger of collapse, the overall condition of and damage to the interior of the building constitute certain safety risks, which preclude public access and use until the hazards have been removed. The building has therefore been cordoned off while professionals conduct inspection and necessary strengthening works in response to the potential risks.

There are possible risks and uncertainties despite that safety measures prescribed by the authorized professional. Access control to the building will be implemented with immediate effect and until further notice in the interests of public safety.

As suggested by the Inter-departmental Fire Investigation Task Force, additional security measures have been deployed at the site, including hoardings and security guards. After completion of all inspection and strengthening works and when the building has been confirmed safe, tenants will be advised to reenter the building in batches in an orderly manner and supervision to retrieve their personal belongings.
